Gambling for Kids

GamblingForKids_2When the IL Senate passed their gambling bill, SB1739, last week, promises were made that the revenue would be used for education and other pet projects. This was highlighted in the Daily Herald article where State Sen. Melinda Bush stated,

“Frankly, we told the people of Illinois that this gaming bill was going to bring income in for education,” Bush said. “What we’ve done is taken about $65 million from revenues and given it to different special interests to get them to vote for the bill.”

GamblingForKids_4Bush voted against the bill, but would have voted for it, even with the special interests money if her vote had been needed. It sounds like she is in favor of expanded gambling, but since she didn’t have to commit she voted no. This is just another example of how a politician does nto represent the people of the district, they vote according to how the Democratic leadership wants them to vote.

Bush conceded that had her vote been needed for the legislation to succeed this week, she would have probably voted for it. It was approved with two votes to spare and now goes to the Illinois House.

GamblingForKids_3This gambling expansion adds 5 new casinos, in Chicago, the south suburbs; Lake County; Rockford, and Danville. In addition it adds slot machines at the Arlington International Racecourse, O’Hare and Midway.

Republicans who allowed Bush and other Dems off the hook on this vote were:

  1. Jason Barickman
  2. Kirk Dillard
  3. David Luechtefeld
  4. Matt Murphy
  5. Chapin Rose
  6. Dave Syverson

(Round Lake, IL – November 7, 2011) Lennie Jarratt is officially announcing his candidacy for the 31st State Senate District.

I am running on the platform of supporting families, not government.  Too many families in the 31st State Senate District are losing their jobs and homes due to the bad policies coming from Springfield.  These bad policies now have Illinois ranked in the 48th worst financial position. Springfield is broke and their only solution it to squeeze more money from families with higher income taxes, high gas taxes, and internet taxes that destroyed extra income for many home based businesses.

My track record of holding local officials accountable for their actions puts Springfield on notice that I am coming to change the culture and end the back room deals.  Together, we can restore fiscal sanity and once again have Springfield policies supporting families, not government.

Incumbents: Using Taxpayer Money to Aid Re-Election

Incumbents have a distinct advantage when running for re-election. Nationwide, incumbents have an 80% rate of being re-elected. One of the advantages they have is taxpayer funding mailings to constituents. When these mailings are times close to an election, you, the taxpayer, are helping to fund their re-election campaign. Below are some mailers sent out by incumbent county board candidates and the cost for each. You paid $21,722 for these mailers to help these candidates.

The candidates who are using taxpayer money to mail the voters are as follows:

Board Member Mailing
Date
Mailing
Cost
Opponent Mailings
Terry Wilke (D) 8/15/2012
9/15/2012
 $ 1,836.75
$ 1,836.75
Michael Carbone (R) Wilke-Postcard
Wilke-Postcard 2
Melinda Bush (D) 9/15/2012  $ 2,236.00 Joe Neal (R) Carey/Bush-Postcard
Carol Calabresa (R) * 2/3/2012  $ 1,382.52 Del Parra (D) *
Pat Carey (D) 9/15/2012  $ 1,152.80 Jeff Werfel (R) Carey/Bush-Postcard
Bonnie Thomson Carter (R) 9/13/2012  $ 2,595.30 Patricia Ferruzza (D) Carter-Letter
Mary Cunningham (D) 9/15/2012  $ 1,500.00 Joe Schmitt (R) Cunningham-Postcard
Linda Pederson (R) 9/13/2012  $ 2,416.80 Peter Grant (D) Pedersen Property Tax Postcard-Antioch
Pedersen Property Tax Postcard-Lake Villa
Yearly Total  $ 14,956.92

Board members Diane Hewitt (D) and Diana O’Kelly (R) both sent out mailings.
They are not listed since they had no opponent.
Cost Source Document: Allowance Expenditures – 2012

Four Democrats and 3 Republicans sent out mailings within 90 days of an election with 7 of the 8 mailings with 60 days. The 2 most egregious examples of using taxpayer payer money to aid their campaign are Bush/Carey with a combined mailer and Terry Wilke sending 2 mailers. These particular mailers account for 47% of the taxpayer money spent.

Melinda Bush, who is running for State Senate combined with Pat Carey to send their mailing at a cost of nearly $3400. Board members are only allowed to send mailing to just their current board district constituents, not the redrawn districts. By combining their names onto a single mailer to each of their 2 current districts they were able to cover nearly all the voters in the new 6th board district. This was a blatant campaign tactic that mostly benefits Carey, but does help Bush as well because all of this area is also in the 31st State Senate District in which Bush is running.

Shown below is the bottom of the card. You’ll notice several items highlighting it’s political nature.

  1. Both of their names & pictures are displayed prominently
  2. The current board districts are not listed for either Bush or Carey
  3. There is a request to contact EITHER of them for help

Terry Wilke sent out 2 mailings at a cost of nearly $3700. Both mailings were postcards. Address side shown for one below. The other is linked above and is very similar.

This is the response to my FOIA on who the list was mailed to and what happened with any returned mailings.

Voter registration lists were used for most of the mailing addresses. Some mailing addresses were put together by the board member themselves.

With respect to item 4, unfortunately, we do not keep track of returned letters/postcards. We give all returned mail to the respective board members for their information. We do not track or retain them here in the County Board Office.

Returns are given back to the board members themselves. This policy is a potential problem because it allows a board member or a member of their campaign staff to target these addresses for abesentee or election day vote fraud. Poll watchers should be made aware of this and the returned names/addresses watched carefully.

* Mailing sent in primary only
Carol Calabresa (R) used this privilege, sending a mailing in late November and again in February. She was in a contested primary with the election on March 20, 2012.  These 2 mailings costs you almost $4,000.

There quite a few others who sent out mailings in the last quarter of 2011 as well totaling $36,761.06. These were

  • Melinda Bush
  • Carol Calabresa
  • Pat Carey
  • Steve Carlson
  • Bonnie Thomson Carter
  • Mary Cunningham
  • Diane Hewitt
  • Diana O’Kelly
  • Linda Pederson
  • David Stolman
  • Craig Taylor
  • Terry Wilke

(Round Lake, IL – March 7, 2011) Lennie Jarratt announces the endorsement of the Illinois Homeschool PAC.

The Illinois Homeschool PAC has made its endorsements in the 2012 Primary Elections. These endorsements are only for the 2012 Primary Elections and are based on candidate responses to the ILHPAC legislative questionnaire. All of these candidates have contested Primary Elections, and there is a clear and demonstrable difference between these candidates and their opponents on the issue of homeschool freedom.

As a homeschool parent of 8 years, I understand the needs of homeschoolers and the job it takes to teach a child. This experience will give me a unique perspective in the requirements to make sure all children in the state have access to a quality education.

(Round Lake, IL – February 22, 2011) Lennie Jarratt Responds to Gov. Quinn’s Budget Proposal. Gov. Quinn claimed to provide us with hard truths about the budget and asked for fundamental change.

Anyone paying attention in Illinois knew we had a “rendezvous with reality” years ago. It is only the out of touch Springfield political elites that have not recognized the realities and burdens their out of control tax and spend policies have placed on the hard working families of this state.

What solutions did Gov. Quinn propose? He didn’t propose real solutions for the major issues facing this state. He called for gimmicks that will costs families more money at the gas pump; he called for more “working groups” to study the problems; he cuts spending to the most vulnerable in our society while continuing to add more debt to our children and grandchildren to pay for.

Gov. Quinn, President Cullerton, Speaker Madigan, Leaders Radogno and Cross, here is a reminder of the commons sense solutions I have already proposed over the past weeks to stop the out of control pensions and to make Illinois a destination state for businesses and jobs.

  1. Voluntary tax cut to all businesses which will Restore Jobs (Full details at RestoreJobs.com)
  2. Pension reform highlighted by 20 year vestment periods, the end to artificially inflated pensions, and a hard cap of $75,000 (Full details at http://www.lenniejarratt.com/issues/pension-reform/)
We must change the culture in Springfield to once again serve the citizens and families of this great state, instead of friends, families and companies of the political insiders.
