As the State of Illinois was starting to recover throughout 2010, the tax increase of January 2011 reversed the trend, sending companies out of the state and workers to the unemployment line. Since the tax increase, over 72,000 more Illinoisans are not employed while nearly 50,000 of them joined the unemployment rolls. The Illinois unemployment rate hovers close to 10% and over a point higher than the national average.

Speed cameras, just like red light cameras are not there for safety; they are about money. When local governments cannot control spending, they find another way to take more money from the taxpayers.
A friend of mine recently shared his story about red light cameras with me. He received a ticket from a red light camera. While in court, the video proved he was innocent. The judge howerver made him pay the fine anyway because the village "needed the money".
Red light and speed cameras are just one more example of how bloated inefficient government exerts control to grow and protect itself at the expense of the citizens and families.

The Education Policy Townhall meeting scheduled for Wednesday, January 4th proceeded without invited guest speaker Melinda Bush. Both Bush and Lennie Jarratt were invited to speak to local community members regarding school issues in the Zion-Benton area. Jarratt (Republican) and Bush (Democrat) are also running for State Senate in District 31. This was not a political event and was meant to explain to the audience members how to get involved in their school boards decision making and what they could do to make changes. It was a decent turnout with many members participating in the question and answer portion. Former Board members spoke up as well as local officials and people working at the high school. While the meeting was going on, the school board and union leaders were still negotiating, hoping to avoid a strike on Thursday. Unfortunately for the children, that did not happen and the next morning teachers were walking the picket lines.

Tea Party questions District 46 ethics: A contentious election in April led Lake County Tea Party leader Lennie Jarratt to lodge several ethics complaints against Grayslake District 46 officials. Jarratt said a series of Freedom of Information Act requests turned up hundreds of emails, which he said showed political activity using public school resources.
An investigation into complaints against three school board candidates turned up no ethics violations. But the investigation into emails related to yard signs for one candidate led to a letter of reprimand placed in the personnel file of District 46 Superintendent Ellen Correll.
A complaint submitted last summer to the Lake County State’s Attorney’s Office ruled that board member Sue Facklam violated state election law when an investigation determined she gave gift certificates to at least two people whom she’d helped register to vote. Not seeing a broader pattern, the state’s attorney did not prosecute.
Upon learning of the state’s attorney’s decision, the District 46 school board on Nov. 2 censured Facklam, who denied that the gift cards were given in exchange for registering to vote.

Facklam was censured by the board of education following an investigation by the Lake County State’s Attorney’s Office into complaints she had violated the state’s election code by allegedly giving high school students free gift cards for registering to vote in her favor in the April school board elections.
The investigation into Facklam’s alleged election and ethics violations began in April by an attorney working on behalf of Lake County Tea Party Chairman Lennie Jarratt.
On Wednesday, Evans took an opportunity to address the board and Facklam.

Such is the case with Susan Facklam, a school board member in Grayslake Elementary District 46, who violated state election law by handing out $5 restaurant coupons to two people she registered to vote last spring.
It is a breach of public trust so cynical the transgression cannot be condoned.
We believe her only proper course is to resign her seat. She also owes district residents an apology and an explanation of her actions.

Chief Deputy State's Attorney Daniel Jasica confirmed Friday he wrote a letter to Facklam in August with his findings that concluded she committed a felony violation of Illinois election code. His letter capped an investigation that began in April.
“Please do not interpret our decision not to prosecute you at this time as an acceptance or acquiescence to your violation of law,” Jasica wrote to Facklam in the letter obtained by the Daily Herald. “Should we learn of additional violations of the election code, be assured that we will not hesitate to prosecute you to the full extent authorized by law.”

It’s bad enough that teachers’ unions at the local, state and national level have become more preoccupied with politics than they are with students and education.
Now it appears they are willing to bend or break laws and regulations to guarantee victory.
Perhaps they’ve come to believe they somehow own the public schools, or have some special right to use school property for their own purposes. Perhaps they forgot that the schools are owned by taxpayers like Jarratt, who are watching and willing to hold them accountable.

The Big Hollow Taxpayers have won a small victory. On Monday, the school board backed down in hiring one of their own as the technology director. The pressure brought about by district residents in this situation forced the board to reopen the process.

Education Matters: Grayslake School Board Returns Money to Taxpayers

The Grayslake Elementary Distrct 46 School Board voted 4-3 tonight to return nearly six million, nine hundred thousand dollars to the taxpayers. Voting to return the amount that was in excess of what the voters approved in 1999 were Jill Rohrer, Kristen Coe-Peek, Sue Facklam and Mike Linder. Voting to keep the money against what the taxpayers approved were Mary Garcia, Karen Weinert and Mark Hannon.

The purpose of this article is to explain how school districts, in particular, legally levy more taxes than what they state when they are attempting to get voters to approve a tax increase. This is a case study of one school district. However, these are the same tactics that can be used by any districts and has been used by many to date. This is allowed by the deliberate loopholes placed into law by a complacent legislature.
